TERMS OF REFERENCE

RENTAL OF FOUR (4) TOURIST BUSES FOR 2017 HOME GUARANTY CORPORATION (HGC)
CORPORATE TEAM BUILDING ACTIVITY

I. SCOPE OF SERVICE

The service provider should be able to provide four (4) tourist buses with the following specifications:

1. Type of Vehicle: Tourist Bus
2. Itinerary:
   Overnight- June 2, 2017 7 AM Makati to Laiya, Batangas
                     June 3, 2017 2 PM Laiya, Batangas to Makati
3. The service provider should have relatively new, clean and well-maintained tourist buses, preferably not more than seven years old. Upholstery and curtains should be clean smelling and untarnished. The vehicle, particularly the engine and air- conditioning units, should be in top condition. The tourist bus shall have a minimum seating capacity of Forty-Nine (49) passengers excluding aisle seats with overhead luggage compartments and equipped with audio-visual devices such as TV & DVD player and speakers.
4. The service provider shall be responsible for the fuel expenses, toll fees, driver’s expenses e.g. allowance and parking fees (as applicable), all applicable insurance and government taxes.
5. The service provider shall provide a relief bus immediately if the assigned vehicle has encountered a breakdown or emergency / unavoidable circumstances.
6. The service provider must submit the following to HGC:
   6.1 Valid Department of Tourism (DOT) Accreditation Certificate;
   6.2 Certificate of Public Convenience to operate a Tourist Bus Transport Service; and
   6.3 Registration Certificate with Philippine Government Electronic Procurement System (PhilGEPS).
7. HGC reserves the right to inspect and choose the particular buses to be assigned.
8. The Driver to be assigned to HGC must be a holder of a Professional Driver’s License with at least three (3) years experience as Bus Driver.

II. APPROVED BUDGET FOR THE CONTRACT (ABC)
The Approved Budget for the Contract (ABC) is One Hundred Sixty Thousand Pesos (PhP160,000.00).

III. MODE OF PROCUREMENT
The mode of procurement for the rental of four (4) tourist buses shall be undertaken under a Small Value procurement in accordance with the provisions of Section 53.9 of the Revised Implementing Rules & Regulations of Republic Act 9184, otherwise known as the Government Procurement Reform Act.
